Here it is--the result of four years of investigative research, at an approximate cost of $40 million. Back in 1994, Kenneth Starr was appointed to investigate a series of investments made by Bill and Hillary Clinton; the Whitewater allegations never bore fruit, but then somebody whispered stories about the president and an intern named Monica Lewinsky into Starr's ear. He and his team of prosecutors sniffed around, and this is what they've come up with: "According to Ms. Lewinsky, she and the President had ten sexual encounters, eight while she worked at the White House and two thereafter." The details are bathetic in their precision: "during many of their sexual encounters," Starr notes, "the President stood leaning against the doorway of the bathroom across from the study, which, he told Ms. Lewinsky, eased his sore back." And yes, as far as we know, that was the president's semen on Monica's navy dress. Whether or not it's the government's job to produce hackneyed narratives about young women who find themselves falling in love with powerful men is for voters to decide, but this story would be rejected outright by readers of Harold Robbins or Jackie Susann were it not for the newsworthy elements. Of course, there's also the second half of the report, in which Starr explains how Clinton's attempts to prevent his relationship with Lewinsky from becoming public knowledge constitute grounds for his impeachment. That's the part of the document that matters most from a political perspective ... but it's doubtful that it'll be the part that lingers in historical memory. I have read Starr's report in its entirety, and therefore believe that those who pan it may have only skimmed it.. There are, as I count, twenty eight specific counts of substantial and credible grounds for impeachment - not one of which is a sexual act, but rather multiple counts of perjury, witness tampering, obstruction of justice, and conduct that was inconsistent with his constitutional duty and oath of office. These counts are heavily supported by credible documented specifics throughout the report. As to the critique which asserts that this report is not worth $40 million, those who read this report will discover that it states that Starr's team has not yet, but will soon, complete the other investigations, such as Whitewater, Filegate, FBI files, etc.It is apparent that the report was written by more than one investigator due to some inconsistent organization, but that is offset by the careful collection of supportive facts where relevant. It is also helpful that there is first a narrative to build the framework before the specific charges are outlined. This causes some repetiveness, but necessary for both overall understanding and the legal presentation, as the report has two audiences, Congress and the public.

Nothing held back in this gem. Must read for historical perspective on what the real story of this whole thing was about. My views on President Clinton were changed forever.

I was brought back to the Starr Report after reading and reviewing the 9/11 Commission Report. I found the 9/11 Report to be lacking as a legitimate investigative report: it was incomplete, imprecise, and full of statements which were arrived at through compromises between Republican members and Democrat members.One reviewer who, like many, disliked the Starr Report, drew a comparison using the 9/11 Report as the model of a good report. Many reviewers of the Starr Report refer to it as sleazy, pornographic, etc. Obviously, those reviewers have no idea what an investigative report is supposed to be. An investigative report provides the information an attorney or prosecutor is going to use to prepare his case. It must report the findings; fully, accurately, and precisely. Imagine an investigator who writes a report on a brutal rape case. For the sake of prudence he chooses not to mention certain female body parts as well as acts that are either titillating or repulsive. That report would be a waste of time and effort.Ken Starr's job was to investigate and report; fully, accurately, and precisely. The notion that he did not have to include some of the more lurid details is ridiculous. The investigator is not supposed to delete things he doesn't like or add things that seem nice (as 9/11 Commission did in some cases). That would be up to the prosecutor, in this case the house judiciary committee.The Starr Report is an example of an investigator doing his job correctly. The criticisms that were reported by compliant media were nothing but an attempt to further demonize the investigator for the purpose of evoking sympathy for President Clinton. In that sense, it worked.

I read Starr's report this weekend and my opinion is that it IS NOT about sex...it is an extremely well documented report on the lies, deceptions,coverups, and manipuation of Clinton's friends,and staff! Before any citizen makes any opinion as to impeachment, etc. they need to read Starr's report and the Rebuttal and THEN make an educated and informed decision. Yes, it is sexually explicit and distasteful to most BUT read page 230; you will know why Starr was forced to go to such details. Clinton is a disgrace to our Nation. I don't care about his "broken zipper"...but I do care that he can lie, commit purjury, coverup his tracks (lies) and insult my intelligence to think that I can't see through his lieing eyes! On Friday morning at the so called Prayer Breakfast, he finally pushed my last button with his statement...." we will all grow from this; our families and children...." LEAVE ME OUT OF IT, BILLY BOY!!!!

This report is an extreme waste of money and paper. Apparently Ken Starr did not see it important to include the bogus land deals or money trnsfers that took place allegedly illegally. This relevant information seems to be missing from this report. It is astounding to realize that kind of information was the purpose of the investigation to begin with. These pages are full of smut and non-important information. It should be rated. Clearly Starr was hired to slander the president not just bring justice to the highest office in the land. The lying is the only pertinent information necessary in this report. A detailed description (very detailed) of Bill Clinton and Monica Lewinskies sexual prowlings is not necessary. I do not suggest anyone actually pay for this report. Read it online for free if you must. Dont pay for it. You already have.
